So a pet yard gets built differently in three places:

Backing. Fully permeable or hole-punched so liquid goes straight through.
Base and slope. Free-draining base and a one to two percent fall so water leaves instead of pooling under the turf.
Infill. Antimicrobial or zeolite-based deodorizing infill instead of plain silica sand, which holds odor.

Then the easy part is yours: rinse the potty area weekly in the hot months, and use an enzyme cleaner when water is not enough.
